The same goes for most of the other evolutions - elemental conditions play a big role in how an Eevee grows. There are other factors, like whether it's daytime or nighttime when an Eevee is ready to evolve that can affect it, too. It's what makes Eevee one of the most diverse Pokémon out there!
That's okay, too! There are even cases of Pokémon themselves not wanting to evolve, and that's totally natural. Evolution is sort of a natural growth that both the Pokémon itself and you as the trainer have control over.
